KATSINA, Nigeria, June 29, 2026 - The Katsina State Government has expanded its human capital development and institutional reform portfolios following the successful deployment of its second administrative delegation to Cairo, Egypt. Driven under the personal education directives of Governor Dikko Umaru Radda, the specialized capacity-building program exposes senior civil service planners to international best practices.


The cross-border learning mission is anchored by the Transforming Education System at State Level (TESS) project, focusing heavily on participatory leadership models, structured stakeholder engagement, and strict fiscal accountability grids. The seven-member executive cohort audited Egyptian public sector governance architectures to acquire advanced metrics for tracking project delivery pipelines back home.


Governor Radda maintained that building an elite, globally exposed administrative workforce is an absolute prerequisite for executing sustainable public school modernizations.
