Rivers State Government Presents One Trillion Naira 2026 Budget of Resilience to State Assembly

Rivers State Governor Siminalayi Fubara has officially presented a proposed ₦1.854 trillion Appropriation Bill for the 2026 fiscal year to the Rivers State House of Assembly. Formally tagged the “Budget of Resilience for Growth and Development,” the comprehensive fiscal proposal earmarks N413.11 billion for recurrent expenditures and allocates a dominant ₦1.405 trillion to fund critical capital projects across all sectors of the subnational economy.

The massive capital allocation - accounting for over 75 percent of the total budgetary volume - is structured to fast-track massive infrastructure renewal, expand metropolitan road networks, and aggressively upgrade public educational and healthcare delivery facilities. Funded through ₦487.61 billion in internally generated revenue (IGR) and ₦936.05 billion in federal allocations, the fiscal plan directly expands the state's financial capacity to insulate local businesses and improve citizens' welfare.

The presentation of this budget demonstrates a strict commitment to development-driven public expenditure and transparent resource management. By anchoring the state's fiscal planning on capital development while expanding the overhead capacities of Ministries, Departments, and Agencies (MDAs) by 50 percent, the administration improves institutional productivity and ensures long-term economic stability.
