By pooling sub-national funds, the 19 northern governors aim to move past isolated security actions and build a unified command structure to tackle terrorism, kidnapping, and banditry across shared borders. Furthermore, the forum publicly endorsed ongoing federal legislative reforms to establish State Police, noting that localized law enforcement structures with strict constitutional safeguards will significantly strengthen community-based policing.
