The structural shift was finalized during a sensitization workshop hosted at the Joseph Gomwalk Secretariat in Jos, bringing together hundreds of commercial tricycle (Keke) operators, union executives, and state security actors. The tech-enabled transition is being executed in collaboration with the state's technical partner, GIOPAT DC Limited.
The introduction of the digital ITTMS platform serves a dual purpose: eliminating roadside revenue leakages and tracking urban transport operations to improve public safety. Managed under the Director of Administration, Celestine Gogwim Jaja, and the Director of Transport Operations, Bitrus Dung David, the system profiles operators and generates unique QR tracking codes for registered vehicles. To shield operators from street-level extortion, the ministry established a direct enforcement directive with security agencies to arrest any unauthorized agents collecting illegal manual fees.
This transport reform highlights the state executive's deployment of digital tools to formalize the informal economy and optimize revenue administration. By converting manual transactions into traceable digital footprints, the transport ministry strengthens data transparency and enhances its municipal monitoring capacity. This collaborative union partnership lowers transport disputes, mitigates security vulnerabilities within urban corridors, and builds long-term institutional trust between public administrators and commercial operators.
