Lagos State Council for Arts and Culture Enforces Statutory Mandatory Approvals for Traditional Festival Celebrations

The Lagos State Council for Arts and Culture hosted a key regulatory sensitization meeting for registered traditional associations on Friday, July 3, 2026, at its Theatre Hall in Ikeja. Operating under the directive "No Approval, No Celebration of Festivals," the agency briefed traditional leaders and scholars on the mandatory requirement to obtain official government permits prior to organizing public cultural events. The Chairman of the House Committee on Tourism, Arts, and Culture, Hon. Sanu Solomon Bonu, additionally disclosed that the state legislature is drafting a unified legal framework to regulate traditionalist practices state-wide.

The enforcement meeting, backed by the Permanent Secretary of the Ministry of Tourism, Arts, and Culture, establishes structured permitting systems to manage public safety, transit logistics, and emergency services during large traditional festivals. While the state government actively supports cultural heritage, including the formal declaration of August 20 as the annual Isese Day public holiday, unregulated public gatherings create public safety and security risks. Requiring formal permits allows municipal authorities to coordinate security sweeps, manage traffic diversions, and ensure public order during events.

This regulatory step highlights the state executive's focus on enforcing public order and security across all civic and cultural sectors. By standardizing the approval process through the Council for Arts and Culture, the administration improves its monitoring capacity over mass public gatherings. Creating a unified legal framework for traditional groups helps reduce municipal frictions, enhances institutional accountability, and sets a transparent standard for public administration that protects both cultural rights and public safety.
