The Ondo State Executive Council, chaired by Governor Lucky Orimisan Aiyedatiwa, approved a broad package of policy initiatives and capital projects aimed at strengthening electricity supply, infrastructure development, higher education, water services and grassroots governance across the state.
A major resolution was the approval of the implementation of a 350-kilowatt Small Hydropower Project at the Owena Dam, funded by the United Nations Industrial Development Organization (UNIDO) at a value of $1.6 million, with the Ondo State Government providing the required 30 percent counterpart contribution. The project is intended to diversify electricity generation through renewable energy while strengthening the state's long-term energy resilience.
The Executive Council also approved the installation of a 7.5-megawatt gas-fired turbine at the Alagbaka Commissioners' Quarters to provide dedicated electricity for government facilities. According to the Council, the project is expected to reduce reliance on the Benin Electricity Distribution Company (BEDC) and diesel-powered generators while improving the reliability of electricity supplied to critical government operations. Completion is projected within five months.
In the infrastructure sector, Council ratified 21 previously awarded projects, including the Okela–NYSC Camp–Federal Technical College Road in Ikare-Akoko and the construction of 27 four-bedroom terrace houses for members of the Ondo State House of Assembly.
Council further approved the conversion of Rufus Giwa Polytechnic, Owo, into Rufus Giwa University of Agriculture, Science and Technology, signalling an institutional restructuring of the state's higher education system.
To strengthen public utilities, the Executive Council approved the state's counterpart funding commitment for the ongoing Urban Water Project associated with the Owena Multipurpose Dam, enabling continued implementation of the water supply programme.
Additional approvals included the ratification of the appointment of Prince Adewale Fatusin Richard as the Onisupare of Supare-Akoko and the approval of Prince Tayo Ajisegiri as the Olujigba of Ijigba. According to the Commissioner for Information, the meeting also produced significant decisions covering health, legal reforms and local government administration in furtherance of the administration's grassroots development agenda.
The Executive Council resolutions demonstrate a coordinated executive-government strategy that combines energy security, infrastructure expansion, institutional reform and public service delivery within a single policy framework. Rather than pursuing isolated sectoral initiatives, the Council adopted complementary measures designed to improve economic competitiveness, strengthen government operations and expand essential public services across Ondo State.
From a governance perspective, the approval of both the UNIDO-supported hydropower project and the 7.5MW gas-fired power plant represents a significant investment in energy diversification. The combination of renewable and conventional power generation reflects an effort to improve electricity reliability, reduce operational costs associated with generator dependence and strengthen energy security for critical government infrastructure.
The conversion of Rufus Giwa Polytechnic into a specialised University of Agriculture, Science and Technology also signals a strategic restructuring of higher education aimed at expanding advanced training in science, technology and agricultural innovation. If effectively implemented, the reform could strengthen human capital development and align tertiary education more closely with the state's economic priorities.
Council's continued investment in road infrastructure, legislative accommodation, urban water supply and traditional institution administration further reflects an integrated approach to governance that addresses physical infrastructure, institutional development and community leadership simultaneously. The counterpart funding for the Urban Water Project also demonstrates a commitment to sustaining externally supported development programmes through state financial participation.
