The Lagos State Ministry of Youth and Social Development signed a Memorandum of Understanding (MoU) with Both Ends Believing (BEB), an international non-profit organisation specialising in child welfare, to strengthen child protection and improve the management of children in alternative care through a more coordinated and data-driven system. The agreement, signed at the Ministry's headquarters in Alausa, Ikeja, establishes a collaborative framework for improving the identification, documentation, care planning and long-term welfare of children living in residential care and other alternative care settings across Lagos State.
Speaking at the signing ceremony, the Commissioner for Youth and Social Development, Mr. Mobolaji Ogunlende, described the partnership as an important milestone in the state's child protection agenda. He explained that the collaboration would complement existing government efforts by ensuring that children within the alternative care system are properly identified, documented, protected and provided with the support required for their development. The Commissioner further stated that the adoption of technology and reliable data would strengthen monitoring, improve accountability and support evidence-based decision-making across the child protection system. He reaffirmed the Ministry's commitment to working with child care institutions, social workers, development partners and other government agencies to safeguard the best interests of vulnerable children.
The Permanent Secretary, Pharm. Toyin Oke-Osanyintolu, noted that the agreement would improve access to accurate information required for case management, family tracing, care planning and monitoring of children receiving protection services. She expressed confidence that the partnership would contribute to a more coordinated, accountable and child-centred welfare system in Lagos State.
Representing Both Ends Believing, Country Manager Mr. Silas Gyang delivered remarks on behalf of the organisation's President, Mr. Bruce Graham, highlighting the deployment of the Children First Software (CFS) as a secure digital case management platform. According to BEB, the system is designed to maintain accurate information on children in alternative care, strengthen accountability, support family tracing and reunification where appropriate, and provide reliable evidence for policy formulation. The organisation also committed to providing technical support, capacity building, continuous learning and implementation assistance beyond the software itself. During the ceremony, BEB presented work tools to the Ministry to support implementation of the digital child protection system.
The Memorandum of Understanding represents a significant executive-government initiative to modernise child protection administration through digital transformation and evidence-based social welfare management. Rather than focusing solely on direct service delivery, the partnership seeks to strengthen the institutional systems that support identification, monitoring, case management and long-term protection of vulnerable children within alternative care arrangements.
