Nasarawa State Opens Renewable Energy Investment Talks with China's GCL Group to Advance Industrialisation Agenda | Daily Policy Tracker


Nasarawa State Governor, Engr. Abdullahi A. Sule, held a business roundtable with executives of China's GCL Group during his official trade mission to China as part of the state's efforts to attract strategic investment into its industrial and energy sectors. The engagement also involved the Governor of Zamfara State and centred on opportunities for collaboration between the Chinese energy company and participating Nigerian states.

During the meeting, Governor Sule engaged with Mr. Zhu Gongshan, founder of GCL Group, one of China's leading energy companies with operations spanning thermal power generation, renewable energy and the broader energy value chain. According to the official account of the engagement, discussions focused on investment opportunities that could support Nasarawa State's long-term industrial development strategy through expanded access to reliable energy infrastructure.

The Nasarawa State Government disclosed that GCL Group expressed interest in investing in solar energy within the state and exploring a collaborative framework to support the state's industrialisation ambitions. As part of the next stage of engagement, both parties agreed in principle to establish a joint working group that will begin technical discussions ahead of a planned working visit by GCL representatives to Nasarawa State to further evaluate investment opportunities and potential areas of cooperation.

The engagement forms part of Governor Sule's broader investment promotion activities aimed at attracting international private-sector participation in strategic sectors of the state's economy, particularly energy infrastructure capable of supporting industrial expansion and long-term economic growth.

The engagement reflects the growing emphasis by subnational governments on international investment diplomacy as a mechanism for accelerating economic development. Rather than relying solely on public financing, state governments are increasingly engaging directly with global investors to mobilise capital, technology and technical expertise required to expand strategic infrastructure. Renewable energy has become an important area of interest because reliable electricity remains a critical requirement for industrialisation, manufacturing growth and improved business competitiveness.

The proposed collaboration with GCL Group aligns with broader efforts to position Nasarawa State as an investment destination for energy-intensive industries. Increased electricity generation, particularly through renewable energy sources, has the potential to improve industrial productivity, reduce energy supply constraints and support expansion across manufacturing, mining, agriculture and other productive sectors. Although the discussions remain at the investment exploration stage, the planned establishment of a joint working group provides an institutional framework through which technical, regulatory and commercial assessments can be undertaken before any investment decisions are finalised.

From a governance perspective, the initiative demonstrates the role of executive leadership in promoting economic development through strategic international engagement. Overseas investment missions enable state governments to present investment opportunities directly to global companies while building relationships that may facilitate future public-private partnerships. However, expressions of investment interest should be distinguished from completed investments, as project implementation will depend on subsequent feasibility assessments, regulatory approvals, commercial negotiations and mutually agreed investment terms.

Should the proposed collaboration progress beyond the current exploratory stage, it could contribute to strengthening Nasarawa State's renewable energy capacity, supporting industrial infrastructure and advancing the state's broader economic diversification strategy. At the present stage, however, the principal governance significance lies in the commencement of structured investment discussions rather than the announcement of a concluded investment project.
