The Lagos State Ministry of Energy and Mineral Resources (MEMR) has convened an inter-ministerial stakeholders' session to formalize the domestication of the Subsurface Geological and Geotechnical Investigation Regulation. Led by the Ministry's Permanent Secretary, Engr. Ibilola Kasunmu, alongside the Director of Geological Services, Mr. Kuseju Adegoke, the regulatory meeting introduced a new licensing and permitting template designed to ensure that all ground investigations across the state are conducted solely by certified geoscientists.
Lagos State's unique terrain - which features complex layers of soft marine clays, expanding wetlands, and heavily reclaimed coastal lands - presents severe structural risks if building foundations are designed without accurate soil data. Standardizing subsurface geological and geotechnical investigations and requiring all service providers to obtain official Certificates of Competence before drilling allows the state to eliminate unqualified practitioners, prevent building collapses, and protect high-value public and private infrastructure.
This regulatory domestication represents a highly technical, proactive approach to urban safety, engineering quality control, and building code enforcement. By creating a standardized, scientifically verifiable reporting template that must be reviewed before any municipal development approvals are issued, the state government strengthens its building regulatory framework and improves public safety in line with its urban resilience agenda.
