Edo State Strengthens Child Protection Through Policy Coordination and Enforcement of Child Rights Law | Daily Policy Tracker


The Edo State Government has reaffirmed its commitment to protecting children through strengthened institutional coordination and the active enforcement of the Child Rights Law. During the Second Quarter Meeting of the State Child Rights Implementation Committee (SCRIC) in Benin City, the Ministry of Women Affairs and Social Development reviewed the implementation of its child protection work plan, assessed existing challenges and agreed on strategies to strengthen safeguarding systems across the state.

Representing the Commissioner for Women Affairs and Social Development, the Permanent Secretary, Mrs. Joy Ihensekhien, emphasised that effective child protection requires sustained collaboration among government institutions, security agencies, civil society organisations, faith-based organisations, development partners and local communities. The Ministry also acknowledged the contributions of partners including ROLAC, CISLAC and SOS Children's Villages Nigeria in supporting child protection programmes and advocacy.

The Government's commitment was reinforced through an operational response to a reported case of severe child abuse involving an 11-year-old girl in Benin City. Following reports and a viral video of the incident, the Ministry directed the arrest of the child's mother and stepfather for investigation, placed the child under protective custody, and arranged for medical treatment, psychosocial support and temporary shelter while investigations continue. The Ministry reaffirmed the state's zero-tolerance policy on child abuse and urged residents to report suspected cases of abuse, neglect and exploitation to the appropriate authorities.

Child protection systems are most effective when policy oversight is matched by timely operational action. The combination of institutional planning through the State Child Rights Implementation Committee and direct intervention in an alleged abuse case demonstrates that the Child Rights Law is being supported by both governance structures and enforcement mechanisms.

Regular coordination among government agencies, development partners and civil society organisations strengthens the state's ability to prevent abuse, improve case management and respond more effectively to emerging child protection concerns. Periodic implementation reviews also provide opportunities to identify operational gaps and improve the delivery of safeguarding services.

The decision to provide immediate protective custody, medical care and psychosocial support reflects a child-centred approach that places the welfare of victims at the forefront of government intervention. Coordinated action with law enforcement agencies also reinforces accountability by ensuring that allegations of abuse are investigated through established legal processes.

Taken together, these actions demonstrate an integrated child protection framework that combines policy implementation, institutional coordination and case-based enforcement. Sustaining this approach will strengthen public confidence in the Child Rights Law while improving the state's capacity to protect vulnerable children and uphold their rights.
