Edo State Collaborates with Federal Government to Expand Social Cash Transfer Programme for Vulnerable Households | Daily Policy Tracker


The Edo State Government collaborated with the Federal Government in implementing the Household Upliftment and Empowerment Programme (HOPE) under the Federal Government's Social Cash Transfer Programme, with the distribution of 15,000 debit cards to eligible vulnerable beneficiaries across Edo State. The exercise commenced in Igarra, the administrative headquarters of Akoko-Edo Local Government Area, and is scheduled to extend to Ibillo and Ososo to broaden programme coverage.

While monitoring the distribution exercise, the Chairman of Akoko-Edo Local Government Council, Rt. Hon. Alabi Bliss Oshionogue, described the intervention as an important measure to improve the welfare of disadvantaged households. He noted that the programme demonstrates the Federal Government's commitment to poverty reduction, financial inclusion and social protection across Nigeria's 774 Local Government Areas.

The Council Chairman also commended Governor Monday Okpebholo for working with the Federal Government to facilitate the implementation of the programme in Edo State, describing the collaboration as an example of coordinated governance between federal and state institutions to improve access to social welfare interventions.

Representing the Commissioner for Humanitarian Affairs and Poverty Alleviation, ministry officials encouraged beneficiaries to utilise the financial support responsibly, explaining that the programme is intended to promote both immediate household relief and longer-term financial inclusion. Government representatives also reiterated the objective of strengthening social protection while improving the welfare of vulnerable residents across the state.

The programme reflects an executive-government approach to social protection through coordinated implementation between federal, state and local government institutions. Rather than operating as an isolated welfare initiative, the intervention demonstrates intergovernmental collaboration in extending targeted financial assistance to vulnerable households using structured beneficiary identification and digital payment mechanisms.

From a governance perspective, the distribution of debit cards supports the continued transition towards more transparent and accountable social assistance delivery.
