The Akwa Ibom State Executive Council, presided over by Governor Pastor Umo Eno, approved a broad package of executive decisions designed to strengthen economic empowerment, healthcare, infrastructure development, public administration and citizen-focused governance under the administration's ARISE Agenda. The meeting followed the state's two-day Delivery Meeting, which reviewed implementation progress across government programmes and projects.
A major decision of the Council was the approval of the release of ₦31 billion-representing ₦1 billion for each of the state's 31 Local Government Areas-to implement a comprehensive Economic Empowerment Programme. The initiative will provide youth skills acquisition, women cooperative business support, trader grants, agricultural inputs, SME development and transport empowerment, with an estimated 165,912 beneficiaries statewide. The Governor-in-Council constituted an implementation committee headed by the Secretary to the State Government to develop operational modalities and supervise programme implementation.
Council also reviewed preparations for the forthcoming official visit of the President and approved arrangements for a 30-day commissioning programme covering 39 completed projects, including the New Terminal Building, Airport Hospital, Aviation Village, Nsit Atai-Okobo Road, Ring Road 3 Dualisation, Command and Control Centre, AkwaGIS, the State Secretariat Annex and the ARISE Palm Resort. Relevant Ministries, Departments and Agencies were directed to coordinate preparations for the commissioning exercise.
In the legislative sector, Council noted that all 12 Executive Bills submitted to the Akwa Ibom State House of Assembly had been passed and approved arrangements for their signing into law. Council further approved the transmission of nine additional health sector Bills to the House of Assembly, covering public health security, healthcare standards, health insurance reforms, medical education, residency training, pharmaceutical supply management and teaching hospital administration.
The Executive Council also reviewed progress in the health sector, noting the recruitment of more than 2,854 health workers, completion of 29 Model Primary Healthcare Centres, ongoing upgrades of 17 additional PHCs, rehabilitation of four secondary healthcare facilities, procurement of three CT scan machines with three additional units expected, acquisition of two MRI machines, and continued digitisation of healthcare services. The Governor directed emergency measures to accelerate the recruitment of additional medical doctors to address workforce shortages.
Additional resolutions included endorsement of phased implementation of solar-powered rural water projects across all 369 wards, approval for the hosting of the 2026 Akwa Ibom State Sports Festival, commencement of preparations for Christmas Unplugged 4.0 and the 2026 Annual Christmas Carol Festival, plans for a statewide Youth Conference, the swearing-in of a new State Statistician-General to strengthen evidence-based planning, and directives for regular publication of development statistics to support policy monitoring and evaluation.
The Executive Council resolutions demonstrate a comprehensive executive-government strategy that integrates economic development, institutional reform, public service delivery and human capital investment within a coordinated governance framework. Rather than focusing on isolated interventions, the Council adopted complementary policy measures spanning economic empowerment, healthcare, infrastructure, legislation, public administration, sports, water resources and citizen engagement.
From a governance perspective, the ₦31 billion Economic Empowerment Programme represents one of the most significant social and economic interventions approved during the meeting. Its structured allocation across all 31 Local Government Areas reflects an equitable geographic implementation model designed to promote entrepreneurship, agricultural productivity, small business development and employment generation while strengthening local economic participation.
