Niger State Strengthens Conflict Prevention Measures Through Pastoral Data Management and Multi-Agency Farmer-Herder Peace Framework | Daily Policy Tracker


The Niger State Government reported progress in reducing farmer–herder conflicts through measures coordinated by the Ministry of Nomadic and Pastoral Affairs. Speaking during the Ministry of Information and Orientation's quarterly media briefing, Commissioner Alhaji Umar Rebe stated that incidents of conflict had been reduced through an approach centred on inclusive governance, improved engagement with pastoral communities and expanded access to basic social amenities and employment opportunities.

The Commissioner explained that the government has established a database of pastoralists resident within the state and is collaborating with security agencies to profile individuals entering from neighbouring states as part of broader conflict prevention efforts. He also disclosed that committees have been established and advocacy activities are continuing to reinforce existing peacebuilding initiatives and sustain reductions in communal conflicts.

Representing the Niger State Commissioner of Police, the Police Public Relations Officer, Superintendent Wasiu Abiodun, stated that security agencies continue joint operations against banditry while acknowledging that criminal elements often enter the state through border communities. He explained that security agencies are strengthening collaborative operations to address these threats.

Regarding farmer-herder relations, the Police Command reported the establishment of local government committees across all twenty-five Local Government Areas comprising relevant stakeholders to facilitate peaceful dispute resolution. The Police also disclosed ongoing collaboration with the Ministry of Information and Orientation to promote public awareness on peaceful conflict resolution mechanisms.

The executive briefing demonstrates an integrated governance approach to managing farmer-herder relations by combining administrative planning, community engagement and security coordination. Rather than relying exclusively on law enforcement responses, the reported strategy incorporates data management, stakeholder participation, conflict prevention and public sensitisation.

From a public administration perspective, the creation of pastoral databases and inter-agency coordination mechanisms may strengthen the state's capacity to anticipate and respond to emerging conflict risks.
