Lagos State Receives International Recognition for Green Bond Programme and Sustainable Public Finance | Daily Policy Tracker

The Lagos State Government has received international recognition after its ₦14.815 billion Green Bond issuance was honoured as Africa's Best Green Bond at the EMEA Finance Achievement Awards 2025. The award recognises the state's inaugural green bond programme and its contribution to sustainable financing initiatives across the African continent.

The award was presented in London and received on behalf of Lagos State by representatives of Stanbic IBTC before being formally presented to officials of the Lagos State Government. The Permanent Secretary of the Debt Management Office, Mrs. Alake Sanusi, received the award on behalf of the state government alongside the Accountant-General and Permanent Secretary.

State officials described the recognition as an affirmation of Lagos State's commitment to transparent, accountable and efficient public financial management. They further dedicated the award to Governor Babajide Olusola Sanwo-Olu, the Commissioner for Finance and the people of Lagos State while reaffirming the administration's commitment to maintaining high standards of fiscal management.

Recognition for the state's Green Bond programme highlights the growing role of sustainable finance in supporting public infrastructure and environmental investment. Green bonds provide governments with alternative financing mechanisms dedicated to projects that generate environmental and climate-related benefits while strengthening long-term fiscal sustainability.

International recognition can also enhance investor confidence by demonstrating adherence to recognised standards of financial governance and responsible debt management. Such confidence may improve future access to capital markets while supporting broader public investment objectives.

The award further reinforces the importance of transparency and accountability within public finance administration. Strong fiscal governance contributes to effective resource mobilisation, responsible borrowing practices and sustained confidence among investors and development partners.

Overall, the recognition reflects Lagos State's continuing efforts to integrate sustainable financing into its public financial management framework while strengthening its reputation as a leading sub-national issuer within Africa's green finance market.
