The Lagos State Employment Trust Fund (LSETF) has launched Project SURGE (Sector-led Urban and Rural Growth Engine), a new economic development initiative designed to accelerate enterprise growth, improve access to affordable finance, promote innovation and expand sustainable employment opportunities across Lagos State. The programme introduces a sector-led financing model that prioritises agriculture, the digital economy and the creative economy, reflecting sectors identified by the state as having strong potential to drive inclusive economic growth and large-scale job creation.
Under the initiative, entrepreneurs, agribusiness operators, digital enterprises, creative businesses and cooperatives will have access to Nano, Micro and SME loans ranging from ₦100,000 to ₦5 million at 9% annual interest, supported by a 5% equity contribution framework. The launch also brought together government institutions, financial institutions, lawmakers, development partners, business associations, innovation hubs and entrepreneurs to strengthen the financing ecosystem and improve referral networks supporting enterprise development across the state.
LSETF stated that since its establishment, it has disbursed more than ₦15 billion in loans, financed over 20,000 micro, small and medium-sized enterprises (MSMEs), provided capacity-building support to more than 82,000 businesses, created over 320,000 jobs, preserved approximately 173,000 jobs, and maintained a 94.53% loan repayment rate. These outcomes provide the institutional foundation upon which Project SURGE will expand sector-specific enterprise financing and economic development initiatives.
Project SURGE represents a strategic evolution in Lagos State's enterprise development policy by shifting from broad-based business financing towards a sector-driven economic development model. Concentrating financial support on agriculture, digital technology and the creative economy enables government to align credit programmes with sectors that demonstrate strong growth potential, higher employment capacity and increasing contributions to economic diversification.
The initiative also strengthens the state's approach to MSME development by combining affordable financing with institutional collaboration involving financial institutions, development partners, innovation hubs and business associations. Such ecosystem-based financing improves the likelihood that businesses will receive not only access to capital but also technical support, market connections and capacity development necessary for long-term sustainability.
Project SURGE reflects the use of a specialised state institution to implement targeted economic policy through measurable financing programmes. The initiative builds upon LSETF's established operational record in enterprise financing and job creation while introducing a more focused investment strategy intended to improve the efficiency and developmental impact of public intervention in the MSME sector.
