The Edo State Government, through the Office of the Head of Service, has inaugurated the maiden Public Service Knowledge-Sharing Series (PSKSS) Stakeholder Engagement as part of its continuing efforts to strengthen institutional learning, improve professional capacity and modernise the state's civil and public service. The engagement, held at the John Odigie Oyegun Public Service Academy (JOOPSA) in Benin City, brought together Permanent Secretaries, Heads of Ministries, Departments and Agencies (MDAs), Directors of Shared Services and other senior public officials to review implementation progress and promote wider participation across government institutions.
The Head of Service, Dr. Anthony Okungbowa, described the Public Service Knowledge-Sharing Series as a pioneering initiative and the first of its kind in Nigeria. He explained that the programme forms one of the flagship initiatives under the Edo State Public Service Retooling and Enhancement Programme (EdoPREP), the state's official framework for strengthening public sector capability. According to him, the initiative is designed to build a learning-oriented public service capable of responding more effectively to the evolving demands of governance through structured and continuous knowledge exchange.
Dr. Okungbowa disclosed that two editions of the programme's Crisis Management Series had already been successfully conducted, with the third and concluding session scheduled for July 30, 2026, after which the programme will transition into a three-part Series on Discipline. He stated that the initiative reflects the commitment of the Governor Monday Okpebholo administration to continuous professional development, institutional learning and improved public sector performance. The Head of Service further encouraged Permanent Secretaries and Heads of MDAs to promote active participation in the monthly virtual learning sessions across all levels of the public service.
The engagement also highlighted broader public service reforms being implemented by the administration. Dr. Okungbowa commended Governor Monday Okpebholo for the recent appointment of 20 career civil servants as Permanent Secretaries, describing the appointments as merit-based and reflective of the administration's commitment to professionalism and fairness within the civil service. Other senior officials encouraged participants to support the initiative as a platform for strengthening collaboration, improving organisational performance and embedding a culture of continuous learning across Edo State's public institutions.
The establishment of the Public Service Knowledge-Sharing Series represents a structured approach to strengthening institutional capacity within the Edo State Civil Service. Effective governance increasingly depends on public institutions that can adapt to emerging policy challenges, respond to complex administrative demands and continuously improve service delivery. Regular knowledge-sharing programmes provide opportunities for public officials to exchange practical experience, strengthen professional competence and institutionalise best practices across government organisations.
The initiative also reflects a broader shift from one-off training programmes towards continuous organisational learning. By embedding recurring thematic learning sessions into the public service, the Edo State Government seeks to create systems through which knowledge is retained, shared and applied beyond individual officers. Such institutional learning mechanisms contribute to improved policy implementation, stronger administrative coordination and greater organisational resilience during periods of change or crisis.
The integration of the programme into the Edo State Public Service Retooling and Enhancement Programme (EdoPREP) demonstrates an effort to align capacity development with wider civil service reform objectives. The combination of structured learning, merit-based leadership appointments and performance improvement initiatives indicates a governance strategy focused on strengthening institutional effectiveness rather than relying solely on organisational restructuring. This approach may enhance professionalism, improve internal accountability and support better public service outcomes over time.
The initiative underscores the importance of investing in human capital within government institutions. A professional civil service equipped with current knowledge, leadership skills and collaborative learning structures is better positioned to design policies, manage public resources and deliver quality services to citizens. The long-term governance significance of the programme will depend on sustained participation, measurable improvements in public sector performance and the successful integration of acquired knowledge into everyday administrative practice.
