The Governor commended President Bola Tinubu for supporting the initiative and acknowledged the contributions of the Federal Ministry of Petroleum Resources (Gas), development partners and programme sponsors. He noted that the scheme represented an opportunity for communities in the Niger Delta to derive more direct benefits from the region's natural gas resources while improving household welfare. Governor Diri also encouraged residents to embrace LPG as a safer and cleaner alternative to firewood, emphasizing its public health and environmental advantages.

While expressing support for the programme, Governor Diri proposed adjustments to its implementation framework. He welcomed the provision of six complimentary cylinder refills for beneficiaries but appealed for the grace period to be extended to two years before states assume responsibility for sustaining the programme. According to the Governor, such an extension would provide adequate time for planning, stakeholder engagement and budgetary preparation to support long-term implementation.

During the courtesy meeting with the Minister, Governor Diri also raised broader fiscal concerns relating to Bayelsa's contribution to Nigeria's gas industry. He argued that despite supplying a significant proportion of the gas used by the Nigeria Liquefied Natural Gas Company, the state does not receive certain tax revenues that instead accrue elsewhere. The Governor urged the Federal Government to address what he described as a longstanding fiscal imbalance while reiterating concerns over decades of environmental degradation, oil pollution and gas flaring in the Niger Delta. In his remarks, Minister Ekpo stated that the programme forms part of the Federal Government's domestic gas utilisation strategy under the Renewed Hope Agenda and confirmed that refill centres would be established closer to communities to improve accessibility and affordability. The Coordinating Director of the Decade of Gas Initiative, Mr. Ed Ubong, added that the national programme aims to transition five million Nigerian households to LPG by 2030 through the conversion of one million households annually.

The launch represents a significant executive-government collaboration between the Bayelsa State Government and the Federal Government to expand access to clean household energy through coordinated programme implementation. Unlike policy announcements that remain at the planning stage, this initiative includes the commencement of beneficiary distribution and establishes Bayelsa as the first state for state-level implementation, demonstrating measurable programme execution.

From a governance perspective, the initiative advances several public administration objectives simultaneously. It seeks to improve household access to cleaner energy, reduce dependence on traditional biomass fuels, strengthen environmental protection efforts, improve public health outcomes associated with indoor air pollution and stimulate economic activity across the domestic LPG value chain. These objectives align energy policy with broader goals relating to environmental management, social welfare and sustainable development.

The programme also illustrates intergovernmental coordination in public service delivery. Federal institutions are providing the strategic framework and implementation support, while the Bayelsa State Government has publicly committed to facilitating adoption and future collaboration. Governor Diri's request for a longer transition period before states assume programme responsibility reflects an administrative focus on implementation sustainability, recognising that long-term success depends not only on initial distribution but also on financing, infrastructure development and institutional preparedness.

The Governor's observations regarding Bayelsa's role in Nigeria's gas production further place the programme within a wider fiscal governance context. By highlighting issues surrounding revenue allocation and environmental impacts associated with decades of hydrocarbon extraction, the executive discussion links household energy access with broader questions of resource governance, fiscal equity and regional development. Although these concerns remain separate from the LPG distribution programme itself, they illustrate how energy policy intersects with longstanding administrative and developmental issues affecting resource-producing states.
