Usenbo, led a delegation on separate working visits to both institutions to co-engineer technical frameworks under the state’s Power for Health, Education, Agriculture, Rural Development, and Transportation (P-HEART) Programme. The collaboration allows the state government to utilize local academic and technical expertise to develop independent electricity solution models. Backed by the decentralization of the national power grid-which legally empowers sub-national governments to generate, transmit, and distribute electricity-the Ministry is aligning its projects with the federal National Solarisation Programme. This approach guarantees clean, uninterrupted alternative power supplies for rural clinics, public institutions, and transit networks, while lowering conventional energy overheads.
This partnerships-driven approach highlights the state executive's intent to utilize the country's devolved electricity laws to build sub-national energy security under Governor Monday Okpebholo's SHINE Agenda. Linking public policy execution directly with specialized research hubs improves evidence-based planning and technical capacity within the civil service.
