The Lagos State Primary Health Care Board has commenced development of the 2027 Annual Operational Plans for LGAs and primary healthcare facilities across the state.
The Lagos State Primary Health Care Board commenced a two-day workshop on September 14, 2026, to develop the 2027 Annual Operational Plans for Local Government Areas and primary healthcare facilities. The exercise was held in Ikeja and is designed to improve the way grassroots health priorities are identified and planned.
Permanent Secretary Dr Ibrahim Akinwunmi Mustafa said the process should produce plans that are realistic, relevant to communities and aligned with available resources and broader health-system objectives. He said personnel working closest to communities are important to identifying local constraints and priorities.
Participants were asked to assess health needs, identify facility gaps, determine interventions and resources, assign responsibilities and establish realistic measures for tracking progress. Medical Officers of Health were also encouraged to consolidate facility plans at the LGA level.
The process is being undertaken in line with an Annual Operational Plan roadmap developed by the Federal Ministry of Health through the Sector-Wide Approach Coordinating Office. Participants are also using a web-based platform for planning, documentation, monitoring and resource mapping.
The board said the operational plans are intended to function as practical management tools rather than documents produced only for submission. The current exercise is therefore focused on planning and coordination; the source does not establish implementation outcomes from the 2027 plans because the planning process is still underway.
