The committee is headed by the Solicitor General and Permanent Secretary of the Ministry of Justice, Simeon Abi, and was constituted pursuant to a directive by Governor Bassey Edet Otu.

During its inauguration, the Attorney General and Commissioner for Justice, Ededem C. Ani, directed the State Task Force on Illegal Mining Operations to suspend further actions relating to Giant Cement's complaints pending the investigation.

The task force was also directed not to interfere with mining activities except where there is clear evidence of illegality. The committee includes representatives of the Ministry of Justice, federal and state mineral-resources authorities, the State Security Adviser, DSS and NSCDC.

The committee is expected to examine the complaints, clarify the respective responsibilities of the stakeholders and provide a basis for resolving areas of concern within the law.

The state government said legitimate investors would be supported while illegal mining would remain subject to enforcement under applicable laws and regulations.
