The handover followed the swearing-in of the new Commissioner by Governor Ahmadu Umaru Fintiri on September 24, 2026.

Works Commissioner Mohammed Sulaiman formally transferred responsibility for the Ministry of Energy to Caleb in a ceremony attended by the Permanent Secretary, Dogara Paul Musa.

Sulaiman had been overseeing the Energy Ministry alongside his responsibilities at the Ministry of Works before the appointment of the substantive commissioner.

The transition places the Ministry of Energy Development under the direct leadership of its newly appointed commissioner and establishes a clearer allocation of executive responsibility.

The Adamawa State Government publication described the handover as part of efforts toward institutional continuity, defined responsibilities and administrative efficiency.
