The Abia government publication said the announcement was made at Christ the King Cathedral, Aba, during the 40th priestly anniversary of Catholic Bishop Augustine Echema on September 20, 2026.

Bishop Echema thanked the governor for responding to the need for a retirement home for priests. His remarks included personal praise of Otti and a statement that the governor's work would speak for him politically. Those comments are presented as the bishop's views.

Otti said he and private individuals and foundations, including the Alex Otti Foundation, Unubiko Foundation and Ide John Udeagbara Foundation, had agreed to fund the project. He specifically stated that the project would not be financed from government funds.

The proposed facility is intended for retired Catholic priests, bishops, reverend fathers and sisters, according to the governor's remarks. Otti said work would begin soon.

The governor also used the occasion to report progress at the Abia Airport in Nsulu, saying runway work had advanced and was approaching completion. The source provides no completion date for the airport works.
