The agreement was signed in Sacramento at the Leland Stanford Mansion by Lagos State Governor Babajide Sanwo-Olu and California Assemblyman Matt Haney. Members of the Lagos State House of Assembly and California officials attended the ceremony.

The partnership was presented around similarities and potential areas of exchange between Lagos and California, including technology, entertainment, economic activity, ports and responses to environmental pressures.

Governor Sanwo-Olu highlighted Lagos's technology ecosystem, Nollywood, Yaba and the Lekki port while drawing comparisons with Silicon Valley, Hollywood and California's major ports. He also referenced differing environmental challenges, including flooding and rising tides in Lagos and fires and drought in California.

Assemblyman Haney said Lagos and California had opportunities to learn from one another and referenced areas including fashion, food and culture. Other participants at the ceremony included Sacramento Mayor Kevin McCarty, California officials, Transportation Secretary Toks Omishakin and business representatives.

The signed sister-state agreement establishes a formal framework for closer subnational engagement. The source identifies cooperation and exchange as the principal purpose but does not provide a detailed implementation timetable or specific programme commitments.
